Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Licensing review facility policies and observed that the active play policy has not been developed.
Corrective Action(s): Once developed, please share with families and staff. Please submit a copy of the active play policy to Licensing by date below.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Licensing reviewed facility policies and observed that the screen time policy has yet to be developed. Manager stated that they do not have screen time - this needs to be indicated in the policy. Manager also stated that the Board have taken over producing documentation.
Corrective Action(s): Please ensure that once this is created, it is shared with families and staff.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: On review of a random selection of children's files (6) Licensing observed that 4 were missing digital images. Manager said that she has yet to print them off.
Corrective Action(s): Please ensure a digital image is accessible to all staff in case of an emergency.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager with 1 practicum student and 1 support worker with 10 children.
Staff to child ratio was in compliance with regulations
Exemption is in place for extended preschool hours.
Programming is posted and available for parent review
Licensing observed Staff engaged with children during art activity and circle time which included a show and tell session.
Licensing observed the children playing cooperatively in free play and engaging in circle time which incorporated movement and music to encourage active participation.

Discussions with the Manager:-
- Licensing reviewed sanitizing products with the Manager and recommends always following manufacturer's instructions.
- Licensing provided information regarding the requirement for an active play and screen time policy which Manager stated she hadn't received Licensing emails in regard of this. This requirement was discussed in follow up inspection in April of this year, # SWAR-AL7MW9. Licensing and Manager discussed what a policy could contain and the facility already incorporates Physical Literacy in many of their activities. This can be added to the active play policy.
- Discussed staffing qualifications required when a staff is absent. Please refer to Section 37 of the CCLR's. Aso discussed not using substitutes unless all requirements of Section 19 of the CCLR's are met.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
