Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The fridge temperature measured at 9.8 degrees Celsius. The Licensee explained that sometimes the temperature is too cold and the milk is frozen.
Corrective Action(s): Please ensure fridge temperature is maintained between 0 and 4 degrees Celsius.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection, Licensing observed two mattresses were used in a crib for sleeping purposes for Infants and Toddlers. The Licensee explained this is to help support staff when bending to lift children.
Corrective Action(s): Please ensure to supply equipment, furniture and supplies are of sturdy and safe construction, easy to clean and free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Upon inspection of the cupboards located in the Kitchen area, Licensing observed adult scissors, dish soap and bleach were accessible to children. Although there were child proof locks available, they were not being used to secure the cupboards.
Corrective Action(s): Please ensure a health and safety environment is provided.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Upon review of 2 staff files, 1 staff did not have a criminal record check that was site specific. The Licensee explained that she is in the process of obtaining this.
Corrective Action(s): Please ensure criminal record check is site specific.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: Licensing observed multiple soiled diapers being placed into an open plastic bag, next to the change mat on the floor, which is used to change children. There was a covered container for soiled diapers. The Licensee explained in order to save bags, this is not being used.
Corrective Action(s): Ensure a covered container is used to place soiled diapers.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of attendance records, 11 departure times were not recorded in the previous month. The Licensee explained that the staff record arrival and departure times of children.
Corrective Action(s): Please ensure daily attendance records are complete.

Comments

At the inspection dated April 13, 2022 there were 6 children and 3 staff present. At this inspection the above noted contraventions were identified. Licensee/Manager to provide Licensing with a written response with actions taken to bring facility into compliance. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool will be completed and a copy will be provided.
The following education/recommendations were provided:
· Licensing Officer provided Fraser Health form for Child Care employee immunization status. Licensee may want to consider using this.
· Placement of cots and mats used during naptime to avoid close contact
· Follow manufacture instructions when using outdoor scooters
· Follow manufacture instructions for intended use of high chairs
