Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon reviewing 5 staff files, 1 staff has a validation from the ECE registry for a previous certification.
Corrective Action(s): Please ensure ECE validations on file correspond to the staff's current certification.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: In one of the under 36 months programs, Licensing observed 2 expired emergency medications. As per the Manager, the facility has connected with the family to obtain current medication.
Corrective Action(s): Please ensure current medication is on-site for children that require it.

Comments

At today’s inspection there were 70 children and 15 staff present within the 6 program areas. The Manager was also present. Staff to child ratios were in compliance.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Use of logbook
- Care plans
- Notification to parents regarding injuries and/or accidents
- Storage of emergency supplies and food
- Weekly snack menu available
- Laundering and sanitization of nap time items
- Diapering and toileting routines
- Outdoor schedule and safety checks
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
