Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed one bottle of disinfectant being used for both the tables and the diaper changing area. This could cause the potential for cross contamination. In discussion with the Manager she stated that the second bottle of disinfectant had broken, and it was not replaced.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licensing observed several care plans for children who require medication in an emerency. One child's care plan was signed in 2018. In discussion with the Manager she stated that the child's care plan was recently reviewed but the staff and parent(s) did not update the date on the care plan.
Corrective Action(s): Please ensure a child's care plan is reviewed at least once a year, and signed to document that the care plan was reviewed.

Comments

At the inspection dated July 28, 2020 there were 29 children, 10 staff members and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by August 18, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager:

· Information sent out to the Manager regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings document
· Posting the COVID-19 policy, as a requirement of The Centre for Disease Control and Worksafe BC

The following resource was given to the Manager:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the Manager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Manager.
