Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on Health and Hygiene practices.
The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Observed a hose extending across the upper outdoor stairs posing a tripping hazard
A large plastic slide placed indoors , noted lack of clearance around the slide for safe use.
Corrective Action(s): please ensure a healthy and safe environment at all times while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Designated nap area not longer in use as it is currently used to store furniture and exercise equipment while waiting to sell. Reviewed expectation that the nap space as approved on the stamped floor plans must remain available for children's use.
Corrective Action(s): Ensure children are provided with a separate nap area away from the activity area.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A spray bottle of bleach was placed on the edge of the bathtub , once brought forward as a safety concern the licensee placed it on a higher shelf within the tub.
Corrective Action(s): ensure children do not have access to any object or substance that may be hazardous to their health and or safety.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Employee completed CRC through the RCMP
Corrective Action(s): please ensure CRC's are processed through the Criminal Records Program

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensee had not completed the screening requirements for a staff working on site during the inspection, references were not obtained.
Corrective Action(s): ensure staff are screened prior to working with children which includes checked references.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained fro a staff working on site.
Corrective Action(s): Ensure Screening is complete and Immunization Status is obtained fro staff working within the facility.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Children are provided with small hand towels which are hanging on hooks , the hand towels are in close proximity to each other and are touching. the licensee also hangs a larger towel for her own use in the washroom accessible to children. Discussed ensuring health and hygiene practices are implemented to promote children's health and wellness.
Corrective Action(s): Ensure a system is developed which promotes children's health.

Comments

During the inspection resources related to Covid -19 were posted for families reference. It was not clear what additional steps are taken to increase monitoring of added health and hygiene measures.
Reviewed examples of Covid Safety Plans such as increasing distance for children when eating , ensuring increased handwashing occurs, encouraging smaller groups of children to participate in activities. Current practice is for families to sign their children in and out of care , implementing a handwashing station ( hand sanitizer ) at the entrance for families when entering the facility was discussed or perhaps assigning the task of signing in children to be completed by the manager.
Two small picnic tables located in the kitchen , Licensee stated all 7 children would sit together at the tables. Discussed ensuring adequate space is provided as it would be sufficient space for no more than 4 smaller children to sit comfortably. Licensee included that the family table could also be used.
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
At the inspection dated June 12, 2020 there were 7 children and 2 staff present. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
