Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed four staff certificates were not posted.
Corrective Action(s): Please ensure staff certificates are posted in a prominant place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed the following in the naproom:
- a CD player cord was loose. This could present a potential strangulation hazard. This is a repeat contravention from inspection # CLAN-B8WQ3Z
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed a rusty gate that did not latch. The gate is at the entrance to the child care and could present a safety hazard. The rust is a potential health hazard.
Corrective Action(s): Please ensure children do not have access to any objects or substances that could be harmful to their health.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Five of ten staff records were reviewed. One staff record was missing a record of immunization.
Corrective Action(s): Please ensure staff records are complete.

Comments

At the inspection dated June 17, 2020 there were 10 children, 8 staff and the Manager was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by July 6, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager:

· Information sent out to the Manager regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings
· Posting the COVID-19 policy, as a requirement of The Centre for Disease Control and Worksafe BC

The following resource was given to the Manager:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the Manager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Manager.
