Introduction

An unscheduled focused inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed bottles of hand sanitizers and plastic bags that were stored in a way that was accessible to children. Both items pose as potential hazards to children.

Corrective Action(s): Please ensure that children do not have access to hazardous objects or substances.

Date to be Corrected: Immediately.


RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: Through discussion with the Manager, a child requiring extra support does not have a current care plan in place at the facility. Manager said that she was not certain if this child required one.

Corrective Action(s): Please ensure that a care plan is in place for this child that is created in collaboration with the family and/or health care professionals.

Comments

At today’s inspection, there were 22 children, 3 staff present, 1 practicum student and the Manager present.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
-Hand washing practices
-Sanitization practices: use of soapy water before bleach solution
-Incident reporting
-Nap time supervision practices
-Storage and laundering of nap time items
-Care plans
-Emergency supplies: system for replenishing items
-Outdoor and active play: use of play space away and community walks
-Daily outdoor check of play space away
-Policies and Procedures document is fluid and can be updated/revised
-Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
-Regular review of BCCDC website for COVID-19 updates (see link below)
