Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensee stated that she completed fire drills but did not record them.
Corrective Action(s): Please ensure that fire drills are implemented monthly and a record of implementation is recorded.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensee stated that the cloth cover on the diaper change table is changed and cleaned once per week or each time it is soiled. A conversation about cleaning and sanitizing the diaper change mat after each child was had. The Licensee stated that she will remove the cloth cover on the diaper change pad, clean and sanitize the change pad between each child.
Corrective Action(s): Please ensure that change pads are cleaned and sanitized between children.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 1 of 6 children does not have an MSP number recorded. 1 of 6 children does not have immunization status.
Corrective Action(s): Please ensure that for each child that MSP number and Immunization status is recorded.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: 3 months of attendance records were reviewed and one child was not signed in or out. Licensee stated that she was unaware that she needed to keep record of attendance for children that lived in the house. Licensing explained that the whole house is licensed and all children on premise are considered in care.
Corrective Action(s): Please ensure all children have a time of arrival and departure documented.
