An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
Four children were present with the Manager at the time of this inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Records
Four children's records were reviewed and found complete. Fire Drills are recorded monthly and a daily check of the outdoor area is completed prior to children accessing the designated outdoor play area.
Policies and Procedures
Active Play policy and Screen Time Use policy has been developed in accordance with the Director of Licensing Standard of Practice. All other required policy's as per CCLR are in place as per the standardized policy's for Club KIDS.
Care Plans
As discussed for any child that may require additional support, a care plan should be developed in consultation with the parent. It was noted in the staff communication book that a parent had indicated that a child had a medical diagnoses relating to behaviour and was recently prescribed a trial medication. Manager advised that the medication is not administered by Club KIDS staff as it is given by the parent and by the School. It was also noted in the staff communication book that a different child had experienced a seizure at school, however, this information was not included in the formal care plan. In discussion with the Manager and a teacher at the School the child's attends, it was agreed that this information should be updated in the formal care plan. This child's information also indicated that the child was a flight risk. Manager is aware of the names of the children. Licensing to send out information for considerations when developing care plans. It was clarified, that Section 58 (2) (a) (b) of the Child Care Licensing Regulation places the responsibility to ensure care plans are developed for any child requiring additional support in consultation with the parent.
Emergency Evacuation Planning
It was discussed that best practice for emergency planning in the event of a disaster (e.g. earthquake) that an out of area/province be obtained and provided to parents. This would permit the staff's focus to be on the children in care as opposed to attempting to contact each parent individually. Licensing to mail out emergency planning considerations.

A checklist is used to indicate required documentation as per Child Care Licensing Regulation is maintainded at the head office.
Indicent Reporting
As discussed with the Manager, parent's are to be notified of any incidents involving their child while under the care and supervison of the Club KIDS. Manager advised that in situations where an internal incident report is not completed and the incident is documented in the staff communication book, that parent's in these types of situations are verbally notified, However, the verbal notification is not indicated in the staff communication book. It is recommendated that the Licensee review the procedures for incident reporting and notification to parents with staff to provide evidence of notification to parents where warranted. |
