Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the new DoLSOP "Active Play" and "Screen Use" policy requirement as of Sep. 2018. Licensee stated that they have not written these policies yet.

Licensing had sent resources via email to Licensee throughout 2017 regarding this new requirement, as well as discussing it with the Licensee during the previous Routine Inspection.

During inspection Licensing gave resources regarding these new policy requirements as well.

Corrective Action(s): Write, implement, and share with parents, the "Active Play" and "Screen Use" policies for this facility.

Comments

During inspection Licensing reminded Licensee to either post the facility Guidance Policy, or give a copy to parents. Licensee stated that they talk to parents about the guidance strategies that they use when parents enroll their children.

During inspection Licensing observed children engaged in free play which consisted of: playing with balls, being involved in dramatic play; playing with a train; reading books, listening to music etc.

Licensing observed examples of children's free art on display in the facility.

During inspection Licensing observed staff engaged in Active Play with children, including times of facilitated and unfacilitated play.
Licensing observed staff interacting with children, in English and Mandarin, while they were engaged in their activities; discussing the stories that they were reading with them, etc.
