Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following hazards were observed during today's inspection;
- An unattended ladder by the tree
-Water hose on the ground posing a tripping hazard
-Boiler room and storage room was not secured
Corrective Action(s): Please ensure to provide a safe and healthy environment is provided to children while in care.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: The Manager was working with 8 children today. Review of 2 staff files observed manager's ECE certificate was expired in May 2021.
Corrective Action(s): Please ensure that ECE certificate is renewed and obtained from ECE registry prior to the expiry date to meet the qualifications of an ECE designated staff. An exemption can be requested for staffing plan.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more employees.
Corrective Action(s): Please ensure staff file are complete

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Licensing observed children on the trampoline during inspection.
Corrective Action(s): Please ensure trampoline policy is implemented at all time that children do not have access to the trampoline.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: There was no space between the beds in the nap room. The bedding were touching each other posing a risk of cross contamination.
Corrective Action(s): Please ensure to practice rules of health and hygiene

Comments

At the inspection dated September 14, 2021 there were 8 children attending with one staff.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by September 24, 2021
Actions required by Licensing include reviewing the written response.
As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.
This inspection and the Risk Assessment were written off-site and a copy provided via emailed to the manager/licensee.
