Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of substitute/employee's work history was not obtained.
Corrective Action(s): Ensure that the resume for the substitute/employee is included in her file.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for substitute/employee.
Corrective Action(s): Ensure the record for the immunization status is included the employee's file.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Some of the food in the Emergency Supplies bin had expired.
Corrective Action(s): Please ensure that the food is checked annually and is replenished as needed.

Comments

Summary of Inspection:
At the inspection dated Feb 28, 2021 there were 5 children in the care of the substitute while licensee is on practicum for ECE. Licensee arrived at the facility during the last half of the inspection. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Changing of license for a different care type once license has completed her ECE diploma.
Shared few examples of systems to check the emergency evacuation supplies on a annual basis.
