Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: A staff's ECE certificate was not posted.
Corrective Action(s): Please post her ECE certificate as per the requirement

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A staff have one character reference in their file.
Corrective Action(s): Please ensure you have obtained at least two references prior to hiring.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance of May 23 and 24 were not recorded.
Corrective Action(s): Please ensure that you maintain daily attendance record of all children.

RECORDS AND REPORTING: 19350 - CCLR s.60(1) - Subject to subsections (2) to (5), a licensee must keep all records referred to in this Division for at least one year.
Observation: The manager could not provide attendance record for the past one week upon request. She stated that the records have been recycled.
Corrective Action(s): Please ensure you keep all records for at least one year

Comments

The outdoor playing area has been renovated. The flower bed has been removed and covered with concrete. The outdoor playing area is covered with outdoor carpets. The manager acknowledged that small rocks were sticking out from the retaining wall. She said she had been trying to address but she has not come up with a good solution yet. At the mean time, staff are standing near this spot to ensure children's safety. Please continue to monitor and ensure children's safety at all time.

Please provide a written response by June 14, 2018 on how you have addressed the above mentioned contraventions.
