Introduction

This is an unscheduled routine inspection conducted with the Director of Health and Wellness to assess compliance with the Community Care and Assisted Living Act (C.C.A.L.A.), the Residential Care Regulation (R.C.R.) and the relevant Director of Licensing Standards of Practice (D.L.S.P.). Evidence for this report was based on the Licensing Officer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

- Licensing
- Physical Facility
- Staffing
- Policies and Procedures
- Care and Supervision
- Hygiene and Communicable Disease Control
- Medication
- Nutrition and Food Services
- Program
- Records and Reporting

As part of this routine inspection a facility risk assessment tool is completed and a copy is provided. The risk assessment includes non-compliance identified during the routine inspection, and a 3 year historical review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: Hot water temperature randomly measured at ensuite washroom sinks of bedrooms and reading as follows:

* 52.4 degrees Celsius
* 50 degrees Celsius
* 50.7 degrees Celsius

In discussion with the Maintenance Staff, the Maintenance Staff will look into this item immediately.
Corrective Action(s): Please ensure all water accessible to a person in care from any source is not heated to more than 49 degrees Celsius.
Date to be Corrected: Please address this by January 14, 2020.

Staff files:

*Recreation files:

* The Director of Health & Wellness needs to ask other department heads regarding access to certain files such as recreation volunteer files, Recreation staff files, etc. Please ensure access to files is discussed internally and that documentation is accessible for inspection please. There are three recreation management staff and one staff's file is not onsite. The minimum that must be onsite is a staff checklist or the actual staff's documentation. For the one recreation management's file discussed, please provide confirmation that the following is in-place:

- Work history, Tuberculosis screening, Immunizations, Criminal Record Check Clearance, Copy of their degree/certificate/diploma/training, References, First Aid Certification (if applicable), Performance Appraisals, and On-going Education.

* For a second recreation management's file the criminal record check clearance was requested through another department head. Please provide confirmation that there is a criminal record check clearance on file and what the outcome of the clearance is.

* Volunteer files also need to be requested through another department head. Please provide confirmation that for example volunteers in recreation have (1) Application/Work history documentation; (2) Criminal Record Check (free for volunteers); (3) Tuberculosis Screening and (4) Immunizations (Tuberculosis and Immunizations documentation can be completed from the standardized Tuberculosis and Immunization Guideline for Staff that the writer will email to the Director of Health & Wellness).

* A random review of four staff files indicated:

- References were completed but have been archived. Please provide confirmation the references are in-place.

- Immunizations such as flu vaccination completed. The writer will email to the Director of Health & Wellness the Tuberculosis and Immunization Guideline for staff that has a standardized form in it that can be used to document immunizations. Please ensure all staff where required have their immunizations documented.

Recreation activities:

- The Director of Health & Wellness will forward a few examples of how activities persons in care have participated in are documented.
