Observation (CORRECTED DURING INSPECTION): Open air fridges at dining area self-serve -upper shelves do not maintain temperatures at or below 4 deg C -operator has been adding ice to upper level food inserts but this is not a suitable replacement for mechanical refrigeration. Only the bottom level is maintaining adequate refrigerator temperatures.
Corrective Action(s): Operator removed all the potentially hazardous foods from the upper shelves.
You may only store foods such as dry goods or WHOLE fruits and vegetables on the upper shelves

NOTE: suggest using half-trays for the bottom shelf to place more variety of ingredients at adequate temperatures
