Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: wall damage near the entrance / interior of the day-care due to installation of an alarm system.
Corrective Action(s): please ensure facility remains in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: diaper change table restricts access to the toilet , as the toilet is full sized ( higher model ) it was observed removal of the change table would create a safer space should a children fall. Change pad also exceeds the width of the changing surface adding potential for risk of falls.
Corrective Action(s): please ensure sufficient space and equipment is provided to carry out diaper changing needs to children, Discussed storage solutions for diapering supplies such as adding a wall mounted shelf.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status missing for 1 staff
Corrective Action(s): please ensure staff screening requirements are complete. Staff references were available on Licensee's cell phone.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: several children's files include information relevant to a previously licensed location ( not site specific ) Photos of children are outdated / several years old.
Corrective Action(s): please ensure current information is available , photos may be required for identification purposes therefore should remain current.

Comments

Discussion held pertaining to the importance of clear and concise documentation include factual information , date , time and sign each entry. Staff has completed internal incident log with good detail regarding children's daily routines.
Reviewed the value of guiding children's behaviors after reviewing an entry which resulted in Time Away. The staff explained that Time Out is not used at the center. Reviewed what would be typical behavior of children ages 2-5 and reviewed the facilities behavior guidance policy which includes strategies such as redirection.

A large amount of equipment and furnishings are located at the front portion of the yard , visible from the road and point of entry to the daycare, the licensee includes they would be removed within the next week.
A large tree located within the children's play yard is secured with a temporary fencing to restrict access at the base of the trunk , Licensing informed the Licensee that enclosing this was not required and that the tree could add a natural element to the yard.
Please provide Licensing with a copy of your staffing schedule as changes have occurred since the licence was issued 1 month ago.
Discussed recent emails provided by Licensing to include the importance of ongoing and active supervision. It was observed that a good level of supervision was provided at all times during today's inspection.
