Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).

The following 10 areas were reviewed based on a checklist: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene & Communicable Disease Control, Medication, Nutrition & Food Services, Program and Records & Reporting.
Evidence for this report is based on the Licensing Officer’s observations, review of facility records and information provided by the manager and staff during this inspection.
As part of this routine inspection, a Facility Risk Assessment Tool will be completed. This tool is used to determine frequency of future inspections by assessing any non-compliance identified during the routine inspection and reviewing the past 3 year operating history of the facility. A copy of the form will be provided to the licensee.
Two items were identified as needing correction:

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: There are two service types of care now in operation in 2 different areas on the lower level of the Church building. The child care licence was amended in July/16 with the addition of a Group Child Care (30 months-school age) service type, capacity 24. This service type is operating as a "Pre Kindergarten" program for children who will be entering kindergarten in Sept. 2017. The overall facility capacity was increased from 20 to 44. While each room does have a copy of a child care licence posted, the one posted in the Preschool room is not the current licence. As well, while the manager's name is posted in the Preschool room, the manager's name is not posted in the Group Child Care room.
Corrective Action(s): Please ensure a copy of the current child care licence is posted in each room along with the name of the facility manager.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Both rooms used for child care are furnished and equipped with items that are clean and in good repair. There is only one minor item that needs repair. The sliding door to the kitchen area is secured with a hook and screw. This has pulled out of the door and has been re-attached several times but continues to pull out of the hollow door frame.
Corrective Action(s): Please ensure mechanism to ensure children do not have access to the kitchen area in the Preschool room is secure.

Comments

At today’s inspection there were 14 children present with 2 staff in the preschool and 21 children and 3 staff in the Group Child Care (pre-Kindergarten class). The preschool children were involved in outdoor play and then went inside for a variety of free choice activities and transition to snack time and group circle time. The pre-K group was involved in transition from nap/quiet tie to indoor activities and group circle time. Observed the dismissal routine for both programs.
Discussed the recent changes to the CCLR as well as the new DOLSP regarding “Active Play” with the facility manager. These changes include:
· Removal of requirement for pre-employment doctor’s note
· Requirement for licensee to validate staff credentials through the ECE Registry website and to keep a record on file related to individual staff ECEA, ECE, I/T ECE and/or SN ECE validations
· Requirement for licensee to develop new policies related to “Active Play” and “Screen Use”. Licensing will be sending out resource information to assist licensees in developing these required policies
Discussed other resources available on Fraser Health website and provided print resources, “Live 5210” related to physical activities and nutrition.
This inspection report was reviewed and discussed with the facility manager. Please provide written response to items coded in this report by Dec. 31/16 . Licensing contact information provided. Due to computer challenge, the signature boxes on this report could not be signed.
