Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection, there was an exposed electrical outlet in the children's play area.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): Upon inspection, the water temperature was 52 degrees Celsius
Corrective Action(s): Please ensure the water temperature does not exceed 49 degrees Celsius

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Upon inspection, the fire extinguisher had not been maintained. Expiry was May 27,2019.Emergency water and food supply had expired also in May of 2019

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Upon inspection, there was no minor incident log book developed

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of the daily attendance records in September, there were 9 days that all children attending were not signed in with an arrival and departure time
Corrective Action(s): Please ensure all children in attendance have an arrival and departure time recorded

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Upon asking to see the children's registration packages the Licensee could not locate them
Corrective Action(s): Please ensure the children's records are kept in a single place in the facility

RECORDS AND REPORTING: 19340 - CCLR s.59(c) - In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation: Upon inspection, the Licensee could not produce the children's records in the 1 & 1/2 hour inspection.
Corrective Action(s): Please ensure children's records can be produced when asked by CCFL

Comments

Summary of Inspection
At the inspection dated September 25,2019 there were 5 children and 1 staff present. Licensee stated that there are 9 children registered in the program. At this inspection the above noted contraventions were identified. Licensee will provide a written response to Licensing.Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Licensing conducted a walk-through of the entire facility.

Licensing discussed the maintenance of the fence in the back yard and table to be removed.
