Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: One staff certificate was not displayed at the facility.
Corrective Action(s): Please ensure all staff certificates are displayed in a prominant place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed inside the facility during the inspection:
-an electrical outlet and power bar were exposed. This could cause a potential electrocution hazard. Please correct this by October 18, 2019
-the disinfectant that is currently used for the facility must remain on the surface for 10 minutes according to the manufacturers label. Licensing and the Manager discussed the options for disinfectants. Licensing recommends the use of bleach and water to disinfect sufaces on contact.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed inside the facility:
-chips of paint were coming off of the windowsill in the washroom
-the baseboards in the washroom are showing signs of wear and need to be repainted
-several paint chips were noted throughout the classroom
-a piece of drywall was cracked on the washroom and a piece was loose.
Corrective Action(s): Pleae ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: A cupboard was observed unlocked. In discussion with the Manager she stated this is where the staff members keep their personal items. This could be a potential hazard if the saff members keep hazardous items in their personal items.
Corrective Action(s): Please ensure children do not have access to any items that may be hazardous to the health and safety of children in care.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed the record of fire drills. A fire drill was not completed in February due to the snow. This is a repeat contravention from inspection # CLAN#B8AQYD
Corrective Action(s): Please ensure the fire drill is completed each month to comply with the legislation.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: In discussion with the Manager she stated that the facility provides the children with afternoon snack. A snack menu was not observed as posted in the facility.
Corrective Action(s): Please ensure that the families are made aware of the food and drink that is given to the children.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: The policies and procedures were reviewed. The facility requests post dated cheques. The repayment policy was missing information on the procedure for returing cheques when parents prepay the cost of services, if the parents choose to withdraw from the program.
Corrective Action(s): Please ensure the repayment agreement is complete

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance record was reviewed for the months of September and October. Two departure times were missing. This is a repeat contravention from inspection # CLAN-B8AQYD
Corrective Action(s): Please ensure attendance records are complete.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: During the inspection it was observed that one child requires medication in an emergency. A care plan was not poseted for the child. In discussion with the Manager she stated that the staff are aware of the medication that is needed for the child in care and are trained on how to administer it.
Corrective Action(s): Please ensure a care plan is completed and posted to ensure the health and safety of the child in care.

Comments

At the inspection dated October 17, 2019 there were 16 children, 2 staff, 1 Manager and 3 students present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Exemptions
· Active Supervision
· information about reporting to the duty line in the case an incident occurs
· removing items with a DIN from the first aid kit
· adding items to the emergency kit. Licensing recommends enough emergency supplies for a period of 72 hours.
· recommending using bleach as a disinfectant

The following resources will be sent to the Manager:
· Information on revising safe release and incident reporting
· Emergency medication form

The Manager left before the report was completed. A copy of the completed report was left for the Manager to review.
