Introduction

All care categories were inspected during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act (CCALA)
• the Child Care Licensing Regulation (CCLR)
• relevant Director of Licensing Standards of Practices (DLSP)

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 1 child's start date wasn't documented. Another child's start date only showed the month & year.
Corrective Action(s): All requirements of s. 57 are required by children's 1st day of care.
Date to be Corrected: 27/Sep/2021

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Children weren't signed in upon arrival.
Corrective Action(s): Children must be signed in or out immediately upon arrival or departure. This will aid 1st responders in the event of an emergency.
Date to be Corrected: Immediately

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: A child lacked a photo in their file & in their emergency consent card.
Corrective Action(s): All requirements of s. 57 are required by children's 1st day of care.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: 2 children's care plans were reviewed & signed by their parent over a year ago.
Corrective Action(s): Care plans must be reviewed & signed annually by the child's parent(s) to document any changes, if any.

Summary of FIR #CGEE-C73LR2 (20/Sep/2021)

4 violations were observed today, in which corrective action includes obtaining children documentation.

Licensees & employees play a key role in protecting children from, & minimizing the impact of infection & illness. CCFL discussed hand washing, cleaning, & physical distancing as per the BC Centre for Disease Control & the BC Ministry of Health's "COVID-19 Public Health Guidance for Child Care Settings" (http://www.bccdc.ca/Health-Info-Site/Documents/COVID_public_guidance/Guidance_Child_Care.pdf).

The inspection was reviewed w/ an employee; however, this report & the Facility Risk Assessment Tool were written @ the Burnaby Health Protection office & emailed to the manager & the licensee on 21/Sep/2021.
