Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): -Although outdoor checklist had been completed, one garbage can with standing water contained water. Children were leaning into the garbage bin to access the standing water. Staff dumped the water after licensing pointed out the accessible water.
-One free standing doll house was unsecured in the IT classroom, providing risk of tipping when leaned upon.
-In the GCC(30m-SAC) the nap cots were stacked. One blanket was left on the stack touching two other beds when stored.
Corrective Action(s): The manager corrected all items identified during the inspection, therefore no further action is required.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Three sinks were tested at 52.0 degrees Celsius or higher during the inspection.
Corrective Action(s): The manager will provide a compliance plan for long tern control of hot water prior to February 23rd. The manager has said they will be providing supervision of water taps until the licensee can correct the hot water.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: The fire extinguishers in both classrooms were past required service dates.
Corrective Action(s): The manager contacted the licensee and they have planned to have them serviced in the coming week.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: 3 care plans reviewed did not indicate that the care plans had been developed in consultation with the parent or with any person requested by the parent
Corrective Action(s): The manager will provide a corrective action plan by February 23, 2024

Comments

Summary of Inspection:
During today’s inspection, 21 children, the facility manager, and 6 staff were present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
The following was discussed:
Signing children out of one program to preschool program, or children who meet the age requirement from IT to the GCC(3-5-SAC) program.
Documenting of minor incidents, and informing parents.
Diaper changes in the GCC (30m-SAC) were discussed.
