Introduction

An unscheduled first routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Manager names was not posted onsite.
Corrective Action(s): Ensure the manager's name is posted in a prominent place within the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Washroom's water temperature measured 54.1 degree Celsius.
Corrective Action(s): Ensure that children have no access to heated water over 49 degree Celsius.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: No emergency supplies are available onsite. First Aid kit was not easily accessible.
Corrective Action(s): Ensure to have sufficient supplies onsite in case of an emergency.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Fire drills were not practiced and recorded for Feb, Mar, Apr 2023.
Corrective Action(s): Ensure monthly drills are praticed with the children and recorded accordingly.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Children are not using single use towels to dry their hands after hand hygiene.
Corrective Action(s): Ensure that single use towels are provided to the children to dry their hands.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: 3 children files were reviewed; 1 child's file was missing onsite for review.
Corrective Action(s): Ensure all children's files are complete and available for review.

Summary of Inspection

At today’s inspection there were 3 children and the manager present.

At this inspection the above noted contraventions were identified. Licensee is required to address cited items to bring the facility in compliance and submit the written response by below date. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
