Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications].
Observation: Three staff files were reviewed and none of the educators certificates were recorded as verified through the ECE Registry.
Corrective Action(s): Ensure a system is in place to validate Educators certificates.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Reviewed staff files and one certificate was expired. An exemption to CCLR 34(2)(b) had been previously applied for and approved for staffing but it had expired on December 31, 2017.
Corrective Action(s): Ensure the ratio of employees to children is no less than permitted in Schedule E.

Comments

The Manager was not present during the inspection but staff were available and accommodating.

The children were engaged in numerous structured and unstructured activities in the classroom and additionally participated in an outdoor Egg Hunt at the time of the inspection.

The inspection report was completed at the Abbotsford Health Unit and reviewed at the facility the following day.
