Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing reviewed 3 staff files and one staff did not have a current validation for their ECE.
Corrective Action(s): This was corrected during the inspection.

STAFFING: 12280 - CCLR s.34(4)(a) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation:
It was identified that only 2 programs would combine in the morning (30 months to school age and toddler programs). The infant room would also be opened and operating on their own during this time. Licensing advised that all programs will need to combine for no more than half an hour (no more than 8 children and 3 children under 3) in order to apply this section.
Corrective Action(s): Please advise on new plan for opening and closing schedule.

Comments

At this inspection, the above noted contraventions were identified. Licensing provided a date for addressing the contraventions and is requesting a written response by Nov 6, 2023 how coded item number 12280 has been addressed.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.

The following was discussed:

· Other ways that mops can be secured
· Drainage for tires on the playground

The information contained in the report was discussed with the Manager and the report and risk assessment were written on-site. Licensing advised that copies of the report and risk assessment would be emailed to the facility.
