Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The walls are in need of cleaning. This is a repeat contravention.
Corrective Action(s): Ensure the facility is clean.

Comments

The manager stated that there is a support staff that works with her, but that this person is not left alone with children. Licensing discussed the necessity for this staff person to have 1st aid if left alone with children. Licensing discussed the availability of the Exemption Application Process for staffing.

Outside play happens three times per day; once in the morning, once in the afternoon and after the older children are picked up. The TV has been removed from the facility; Ipad is used once per month. The active play and screen time policies have been distributed to the parents.

There is evidence that the manager of this facility practices ongoing monitoring to ensure compliance to the regulations; records are well kept. The caregiver was seen to be age appropriate and respectful with the children; soothing a crying child, encouraging the children to "use their words" and guide problem solving. The children were seen to play with a variety of developmentally appropriate materials, engage socially and solve problems.
