Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The manager's name was not posted in a prominent place.
Corrective Action(s): Please ensure the manager's name is posted in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During an audit of the washroom, there were cleaning products accessible to the children on the counter.
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to the health or safety of a child.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The facility did not have any emergency supplies available for review. The manager explained that parents will be providing these supplies. Licensing advised that it is important to have enough food and water for 72 hours in the event of an emergency.
Corrective Action(s): Please ensure that there is an emergency plan to respond to and recover from any emergency.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 9 children's files were reviewed and 2 were missing a care card number.
Corrective Action(s): Please ensure children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 9 children's files were reviewed and 1 child's file was missing information for a medical practioner.
Corrective Action(s): Please ensure children's files are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 9 children's files were reviewed and 5 files were missing photographs.
Corrective Action(s): Please ensure children's files are complete.

Comments

At this inspection there were 8 children and 2 staff present. At this inspection the above noted contraventions were identified. The manager will sending Licensing a written response addressing the contraventions and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. A second Licensing Officer was present for training purposes.

The following was discussed with the manager:
Storage of the nap mats - manager to find an appropriate area for mat storage
Outdoor play area hazards

The contents of this report was discussed with the manager and a copy was provided on May 19, 2021.
