Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Licensing observed that one of the staff certificates was not posted. This was corrected during the inspection. This is a repeat contravention from inspection # CLAN-B8XQ4D and inspection # CLAN-BJL2JB
Corrective Action(s): Please ensure all staff certificates are posted to comply with the legislation.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:
-a electrical outlet cover was missing. This could cause a potential electrocution hazard.
During the inspection the following was observed outside the facility:
-a hose was uncoiled. This could present a potential tripping hazard
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection licensing observed that the tile floor had many marks and perforations in the tile. In some areas the concrete floor was exposed. This could be difficult to clean and could potentially harbour bacteria. Potential funding was discussed. Licensing recommended the Manager research funding options for repairing the flooring.

In addition several children's chairs had peeling paint
Corrective Action(s): Please ensure the facility is clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed that the shed in the playground was unlocked and slightly ajar. Within the shed was a lawnmower and an open bucket that contained ice melt, a chemical. This was located within easy reach of the children. The shed was closed and locked during the inspection.
Corrective Action(s): Please ensure that children do not have access to any object or substance that is harmful to their health and safety.

Comments

At the inspection dated February 5, 2021 there were 9 children, 2 staff members, 1 student, 1 Director and the Manager was present. At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by February 26, 2021 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed and discussed with the Manager:

-The reportable incident reporting procedure
-Ensuring that the first aid kit is complete
-Ensuring there is enough food in the emergency kit to be prepared in an emergency. Licensing recommends enough food and supplies for a 72 hour period.

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
