Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Those holding an ECE/Assistant ECE Certificate must be verified through the ECE Registry by the Licensee.
Corrective Action(s): Please ensure verification is complete

STAFFING: 12260 - CCLR s.29(c) - To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation: There is a staff person working as a Responsible Adult who does not show evidence of meeting the 20 hour requirement
Corrective Action(s): Staff must meet the 20 hour requirement prior to working

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Review of log book indicates that an incident occurred that required to be reported to Licensing
Corrective Action(s): Any time a child is involved in an incident listed in Schedule H of the CCLR, Licensing must be notified within 24 hours.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Random selection indicates that some children are missing their enrolment date
Corrective Action(s): Please ensure records are complete

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Review of records and discussion with staff indicates that several children required a care plan but did not have one in place.
Corrective Action(s): Please ensure care plan is developed with the parent, includes any relevant diagnosis and course of action.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: Outdoor log of inspection, maintenance and repair is not done every day the outdoor is used.
Corrective Action(s): Please ensure records are up to date

Comments

The Manager is away for several weeks, Licensing conducted inspection presence of the next person in charge.
Active Play and Screen Use Policy was required, please forward copy by November 13, 2017
Licensing could not determine if all the Licensee/manager verified the reference of employee, system should be in place to show evidence as such.
Licensing provided the Fact Sheet for Care Plan, left copy of the Reportable Incident Form
Children observed opportunities for group and individual activities where staff provided supportive guidance to the children in care.
Please ensure the Licensee contact/Manager is made aware of the report.
