Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager was not posted within the facility.
Corrective Action(s): please ensure the name of the manager is posted within the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): observed a container of floor cleaner in the bathtub which carries a warning to keep out of reach of children.
Corrective Action(s): please ensure children do not have access to products that may be harmful to their health or safety. The cleaner was removed to a latched cabinet during the inspection.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: The manager was observed entering the daycare 4 times to gather supplies ( water , Kleenex ) while the children remained outside playing within the yard.Discussed the importance of ensuring children are supervised at all times.
Corrective Action(s): Please provide within your written response your plan to ensure ongoing supervision. Reviewed the necessity to remain in close proximity to younger children as they are still learning to play together and require guidance.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: The manager assisted a child to wipe their nose placing 2 Kleenex's in the cubbies area, the manager then took one of the Kleenex to wipe another child's nose. Discussed ensuring handwashing occurs after assisting children and to discard of the Kleenex separately. One child observed drinking from 2 different water bottles and wiping her nose with all of the Kleenex stored in a basket.
Corrective Action(s): Ensure proper health and hygiene practices are implemented to reduce the spread of illness. Discussed labelling the bottles to ensure child has their own and providing supervision to children when accessing to assist them in selecting their own.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Minor incident log book in place no entries noted in 6 months of operation, the manager was unaware of what would be documented. Reviewed minor incidents, unexpected events and illnesses.
Corrective Action(s): Ensure documentation when child is involved in a minor incident.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Photos or digital images of the children are not maintained. Discussed importance of having a current photo of each child for identification purposes in case of an emergency.
Corrective Action(s): please ensure photos or digital image is maintained for each child attending.

Comments

At the inspection dated Feb 24,2020 there were 5 children present in the care of the facility manager. At this inspection the above noted contraventions were identified. Written response required by the timeframe assigned as discussed, once received Licensing will review and conducted a follow up inspection.
Discussed the importance of ensuring children regular / daily outdoor play periods adding that children will not become sick or more sick when playing outdoors. Children when appropriately dressed for the weather will benefit from being outdoors.Discussed ensuring mushrooms growing in the yard are removed to ensure a healthy environment.
A follow up inspection will be conducted due to supervision practices identified during today's inspection. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
Reviewed the importance of ensuring ongoing supervision at all times.
Discussed ensuring follow through when guiding and caring for children. Licensing provided a copy of Guiding Children's Behaviour
The following education/recommendations were provided:
Ø Promoting Active Play in the program
Ø Temporary Placements
Ø Active Supervision
Ø Lead in the Water - reviewed steps to flush pipes prior to accessing drinking water

The following resources were provided:
Ø Reportable Incident Bulletin – reviewed the requirement to report to CCFL within 24 hours
Ø Reportable incident forms
