Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AFTVQ2 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: There was no record of a fire drill in February.
Corrective Action(s): Ensure that a fire drill is implemented and recorded at least once a month.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Manager stated that there is no written policy on active play. Manager stated that she did not know they needed one as they go outside daily.
Corrective Action(s): Please create and implement a policy for active play according to the Director of Licensing Standard of Practice (DOLSOP) Active Play. A copy of the DOLSOP Active Play was provided to the Manager.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Snack was offered to the children on a table that had not been washed and sanitized. Children were requested to wash hands before they ate, however there was no follow through to wash hands and 4 children did not wash their hands. It was observed that 2 children were sitting on the table used for serving the food.
Corrective Action(s): Please establish and instruct the children to practice the rules of health and hygiene.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 1 of 6 children's files reviewed did not contain immunization status or a medical insurance plan number. This is a repeat contravention.
Corrective Action(s): Ensure for each child a record of immunization status and medical insurance plan number is recorded.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 3 of 6 children's files reviewed did not contain a date of enrollment.
Corrective Action(s): Keep a record of date of enrolment in the community care facility for each child.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 3 of 6 children's files reviewed did not contain the name and phone number of a medical practitioner.
2 of 6 children's files reviewed did not contain the name and phone number of the emergency contact.
Corrective Action(s): Please ensure that a record of information in CCLR S.57(2)(d) is kept for each child.
