Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- boiler room and storage room were accessible to children, which is a recurring contravention
- children use cloth towels that have been individually assigned and are re-used throughout the day for hand drying, which could pose a health risk
Corrective Action(s): Ensure that a healthy and safe environment is provided at al times while children are under the supervision of employees

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed the following in the outdoor play space:
- frayed plastic climbing rope attached to the large wooden play structure
- openings on the large play structure platform for children to access wooden ladders are above 5'5" in height and the resilient material beneath these openings is less than 6" which is the minimum guideline in the Director of Licensing Standard of Practice - Safe Play space for equipment that is 5' in height. This could pose a hazard if a child were to fall.
- areas of significant paint peeling on the wooden climber
Corrective Action(s): Ensure that all outdoor play equpment accessible to children is free from hazards and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following:
- a lawnmower accessible to children in the outdoor play space
- medicated diaper cream within children's reach in the bathroom
- an unsecured blind cord, potentially within the reach of children, in the nap room
- building materials with exposed nails, accessible to children, in the outdoor play space
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
During the inspection, the following was discussed with the manager:
- supervision strategies
The information contained in the report was discussed with the manager and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
