Introduction

An unannounced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR)and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection , and a 3 year 'historical' review of the facility's compliance and operation.

The Facility Manager was present for today's inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation (CORRECTED DURING INSPECTION): The staff have been keeping diligent records of fire and emergency drills. The writer noted that in 2016 the staff did not conduct fire drills in March, April, June, October and November. When asked to view the records the Facility Manager indicated that the facility had conducted a fire drill in December but it wasn't recorded - the Facility Manager updated the information during today's inspection.
Corrective Action(s): Please ensure fire drills are conducted monthly. The staff were aware that there were months that this wasn't conducted.

The outdoor play area was not inspected today due to the accumulation of snow on the ground and equipment.

The Facility Manager informed the writer that the Licensee rearranged the indoor space in November 2016 to create a separate office for the Licensee which was done by converting a storage area to a secondary office and moving the children's cubbies from a separate room located at the facility entrance to the main activity area near the rear entrance. Upon return to the office the writer will review the approved floor plans on file to ensure the amended usable floor space for the children remains the same and does not impact the facility's overall capacity.

The writer reviewed the following with the Facility Manager:
- Order in Council dated July 18, 2016; changes the Child Care Licensing Regulationis in immediate effect;
- Director of Licensing Standards of Practice - Active Play; licensing will commence enforcement in September 2017. The writer had previously emailed the facility a copy of this document to the facility for the Facility Manager and staff's reference;
- Live 5210; the resource package was left for the Facility Manager and staff's reference. In addition to this resource the writer spoke with the Facility Manager about the online course called Division of Responsibility (this information is a free online course available on Fraser Health's web site). This course offers information about encouraging children to make choices regarding their lunch and/or snack with respect to quantity and order they chose to eat their food.
