Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed the name of the manager not posted.
Corrective Action(s): Please ensure the name of the manager is displayed in a prominent place in the community care facility.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A selection of staff files were reviewed. Out of the two files reviewed, one contained an expired criminal record check. The manager has submitted an application to the Criminal Records Review program earlier this month.
Corrective Action(s): Please ensure a clear criminal record check has been obtained for persons in a community care facility.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed insufficient emergency supplies.
Corrective Action(s): Please ensure there is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Comments

At the inspection dated February 21, 2020 there were 7 children and 1 adult present. At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by February 28, 2020.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were provided:
- Fire drills for January 2020 were noted. Fire drills for the previous year were not available for review as the Manager keeps these records in another location.
- The manager had one table of activities setup for a small group of children. A discussion was had with the manager about providing additional equipment and activities for the children if enrollment increased in the mornings.
- The facility is out on a lot of outings in the community. A discussion was had with the manager regarding the attendance and sign in/out system in place to ensure all children are accounted for during outings.
