Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-CF7RKG have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): At the time of the inspection there was a t.v cord hanging down at the children's level in a room where the children were playing. A staff member was present. The Manager advised that the cord is typically behind a shelf and this was addressed at the time of the inspection.
Corrective Action(s): Please ensure a healthy and safe environment at all times while children are in care.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation:
Licensing reviewed 5 staff files and the following was identified:
> There was no record of reference checks for 3 staff who provided names and phone numbers of their character references
> The Manager had 2 character references when a Manager is required to have a minimum of 3 character references.
Corrective Action(s): Please ensure appropriate character reference checks for staff and the Manager

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one staff.
Corrective Action(s): Please obtain, from each staff, a record of their immunization status prior to employment.

Comments

At this inspection, the above noted contraventions were identified. Licensing provided a date for addressing the contraventions and is requesting a written response by September 5th advising on compliance.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.

The following was discussed:

Different ways to keep record of compliance with care plans
Use of seatbelts for highchairs
Monitoring the wooden ramp outside to determine if requires treads

The information contained in the report was discussed with the Manager and the report and risk assessment were written on-site. Licensing advised that copies of the report and risk assessment would be emailed to the facility.
