Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed:
-Door to top and bottom of stairs leading to upstairs area, were open during the inspection. This was corrected during the inspection
-two bi-fold doors were not secured, providing risk for pinched fingers.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A blind cord at the exit door was accessible to children. Children were observed playing with the blind cord during the inspection

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Three staff files were reviewed and Two files were found to be missing;
-Immunization record
-Copy of ECEA certification
-Record of validation of certification
-CRC site specific to the facility (one staff crc was completed by another facility, and one was completed by RCMP)
Licensee will work on the floor with staff until they have files completed in full.
Corrective Action(s): Please ensure you keep current records for each employee, the records required under section 19.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): Licensing observed that on at least one occasion in May there were 4 children under 3 enrolled in the program. This has since been corrected as children have aged in the next age category for Multi-age care. Licensee said they had thought that if a child would be turning three in the coming months they would not be in contravention. Licensing provided education on applying for a temporary placement in this instance.
Corrective Action(s): Please ensure that the children attending a community care facility are divided into groups with each group having no more than permitted in Schedule E.
Date to be Corrected: Immediately and ongoing.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: One child had no records set out in CCLR section 57 (1)(a)(b)(c) on site.
Corrective Action(s): Please ensure you keep current records for each child showing (a) the information set out in subsection(2), (b) if applicable, the information and agreements set out in subsection (2.1) and (2.2) and (c) the consents referred to in subsection (3).

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): 3 children had not been signed in at their arrival on the day of the inspection.
Corrective Action(s): Please ensure to keep for each child a record showing the daily attendance record indicating for each day whether the child is absent or if the child is present the time of arrival and departure.

Comments

Summary of Inspection:
During today’s inspection, there were 7 children, and one staff at licensing’s arrival. The Licensee arrived during the inspection. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following education/recommendations were provided:
· Application process for applying for a temporary placement.
· Education provided on having all staff documentation on file prior to working.
· Once per year emergency evacuation practice in addition to the monthly fire drills.
· Outdoor checklist for ensuring regular checks for safety concerns.
· Posting the managers name near the licence in a visible location.
