Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection it was observed that the change mat in the bathroom had two tears in it and the sponge was showing.
Corrective Action(s): Please ensure that the equipment is in good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the routine inspection it was noted that the water temperature was measuring 51 degrees Celsius. Licensee stated that she watched the children washing their hands and the children cannot access the hot water.
Corrective Action(s): Please ensure that the hot water is heated to no more than 49 degrees Celsius.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the routine inspection of the emergency supplies it was observed that one package of granola bars has expired in 2022. Licensee removed the expired package from the emergency supplies kit. The emergency supplies kit contained another package of granola bars and this package was in good condition and not yet expired.
Corrective Action(s): Please ensure you have enough food to prepare, mitigate, respond and recover from any emergency.

POLICIES AND PROCEDURES: 13040 - CCLR s.56(1)(a) - A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation: During the routine inspection the policies and procedures were reviewed. it was noted that the facility did not have a safe release policy. Upon discussion it was evident that the licensee appeared to know the procedure for safe release of children, however a policy regarding safe release was not available.
Corrective Action(s): Please ensure a written policy for safe release of children is available to parents and staff.

Comments

At the inspection dated November 01, 2022 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· During the inspection it was noted that the facility has a few pets (a dog and a few fish). Licensing officer advised and recommended that the licensee creates a pet policy and makes the policy available to parents.
