Introduction

An unscheduled routine inspection was conducted. All newly licensed facilities in Fraser Health receive one routine and one follow up-inspection to ensure they are maintaining compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): During inspection:
-Upon arrival Licensing observed that Manager did not wash hands after wiping a child's nasal discharge. Licensing asked the Manager to wash hands. Importance of hand washing was discussed.
-Licensing officer observed one metal paper clip and one art/craft bead on the floor of the play area; accessible to children. Manager corrected this during inspection.
Corrective Action(s): A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: Two childrens files were not avaialble.
Corrective Action(s): Please ensure all children's records are complete and available.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing officer reviewed 3 children's files and 2 children files did not have date of enrollment.
Corrective Action(s): Please ensure children's files are complete before they start attending daycare.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing officer reviewed 3 children's files and 2 children files did not have doctor's phone number and name and phone number of an emergency contact.
Corrective Action(s): Please ensure all children files are complete before they start attending daycare.

Comments

At the inspection dated December 1, 2022 there were two children,Manager and one staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by December 2, 2022. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Following was discussed with the Manager:
Importance of practicing hand washing routines for staff and children
Daily attendance: to ensure that all children's absences are recorded in addition to their arrival and departure times.
Maintaining a regular and current log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Storage of children’s sleep bedding must prevent cross contamination with other children’s bedding
Storage of children's photos on the Manager's cell phone as the single source may make retrieving these photos difficult if the cell phone malfunctions.
Maintaining children records
Daily outdoor play for children
Fire drill must be practiced and recorded once a month.
Emergency evacuation drill must be practiced and recorded once a year.
Using disinfectant and sanitizers approved by Health Canada for cleaning purposes
3 sink method of washing, rinsing and sanitizing dishes
A valid criminal record check must be available for all persons over the age of 12 ordinarily present at the facility.

The inspection report was written on-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report is provided to the manager at this inspection.
