Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licensing observed a large play kitchen was blocking the access to the emergency exit.
Corrective Action(s): Please ensure there is no furniture or equipment that blocks the exiti in case of fire or emergency.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: During this inspection the repayment agreement was reviewed. In speaking with the manager he stated that when parents prepay the cost of service with post-dated cheques that these are returned to them if they withdaw their children from the program. This was not captured in the repayment agreement.
Corrective Action(s): Please ensure the repayment agreement has a written statement that outlines the procedure when parents prepay the cost of services when withdrawing their child from the program.

Comments

During this inspection the following was discussed with the manager and the staff member,

-their supervision process/active supervision.
-flushing of the water daily to ensure that there is no lead in the water
-when reporting any reportable incidents to get in direct contact with a Licensing Officer. If your Licensing Officer is unavailable then please call the Duty Line at (604) 587-3936. An information sheet was given to the staff.
-disinfection and sanitizing. An information sheet was provided.

A recommendation was made to add more items to the emergency supplies kit and the first aid kit. In addition a recommendation was made to add more information to the active play policy.

During the inspection of the outdoor play area some of the green mat surfacing was lifting but no tears or rips were noted. This could present a tripping hazard in the future.

Licensing will send a resource on recommended items for the first aid kit.
