Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing reviewed eight employee files, of those:
-One employee who was in ratio today's had no certificate available for review on site, however was able to show a validation which provided information that the certificate was active.
-One employee file did not contain a valid CRC, however the licensee communicated the crc was located at another facility.
-Two employee files had no record of reference checks having been completed.
-Three employee certificates had not been validated (this was corrected during the inspection).
-Two employee files had no immunization record in file (this was corrected during the inspection).

Corrective Action(s): Licensee said they will review the system for storing files and provide a written compliance plan for the storage of files.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): During the inspection licensing observed one school age child on site who does not meet the age requirement. The manager said the child was only on site for the day.
Corrective Action(s): The manager made arrangements for alternative care for the school age child during the inspection.

Summary of Inspection:
During today’s inspection, there were 11 children, 4 staff, the manager present the licensee arrived at the end of the inspection. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following education/recommendations were provided:
· Withdrawal dates and start dates documented in each file for children who no longer attend preschool.
