Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 6 staff files and observed that one employee has a Criminal record Check from a previous institution and one has no Criminal Record Check on file. There is evidence that both empolyees have submitted a application to obtain their Criminal Record Check .
Corrective Action(s): Please ensure a current Criminal Record Check is on file for each employee

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: It was confirmed that one time there was a child from the 3-5 program cared in the IT program for more than 30 minutes
Corrective Action(s): Please ensure the children in care are mixed only for the first and last 30 minutes of the program

Comments

This is the first routine inspection of the facility. As part of a new licensed facility there will be a follow up inspection conducted within six months.
JI Student was present during the inspection.
Licensing provided the new April 2019 Child Care Incident Reporting Bulletin.
Currently there is no manager for this facility. Licensing discussed the 30 day time replacement requirement. Licensing will forward the the required documentation for hiring a new manager.
At the time of the inspection there were only three rooms in use: one for the 3-5 program and two IT programs.
There was one month were fire drill was a teaching activity. Licensing discussed that staff to practice the fire procedure that is posted.
Please provide a written response to how the coded violations will be addressed by July 15, 2019.
