Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following were observed during this inspection: Exposed fluorescent bulbs in two light fixtures and exposed drywall in one bathroom. The manager stated a maintenance requests has been submitted for both of these items.
Corrective Action(s): Please ensure that facility is in good repair at all items children are in care.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One care plan was last reviewed in 2022.
Corrective Action(s): Please ensure all care plans are reviewed a minimum of once every 12 months.

RECORDS AND REPORTING: 19380 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: An epi pen for a child expired in August 2023.
Corrective Action(s): Please ensure all medications required in a care plan have a current expiry date.

Comments

Summary of Inspection
At the inspection dated January 3, 2024 there were 33 children and eight staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and a copy will be emailed to the manager.
The following were discussed:
The facility is showing signs of wear and tear and it is recommended that a yearly maintenance plan be put into place (eg waxing floors, cleaning behind shelving units, removing scuff marks from walls).
Ensuring information in children's files is current (eg if a child no longer has a food sensitivity ensure the file is updated).
Including food items such as crackers, granola bars, fruit cups and having food in the emergency kit that children will food allergies can consume.
