Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection Licensing observed the following:
- In the nap room sleeping equipment was placed close to a door knob. This was discussed as a concern in the routine inspection # SMIA-CDNRYK dated 20 April 2022.
-In the nap room one plastic hair tie was found on the floor and one door stopper was broken.
- Contents of the storage closet in the nap room and kitchen were accessible to children.
Corrective Action(s): ·A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Manager informed that the outdoor space fence is under construction and it will be in secured in place within two weeks. She stated that sand area will not be used for children and this area will be blocked to prevent children from entering. Facility has sufficient outdoor play area for daily outdoor play for children. Manager will provide photos to Licensing.
Corrective Action(s): Please ensure that the outdoor play space is fully enclosed to ensure children are free of harm.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of the attendance records, departure times had not been recorded for all children on 27 January.
Corrective Action(s): Please ensure attendance records accurately show arrival, departure times and any absences.

Comments

At the inspection dated March 23, 2023 there were six children,one staff and one practicum student and the Manager present. Licensing conducted a walk-through of the entire facility. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by March 27, 2023 The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following was discussed with the Manager:
All minor/unusual incidents must be regularly recorded in the Minor Incident log book.
Storage of unused pacifiers and diaper creams
Posting manager’s name in a prominent and a visible location.
Any person over the age of 12 to be ordinarily present on the premises of a community care facility must have a valid criminal record check.
Storage of toys and equipment in a way that does not pose a risk to children in an event of an earthquake.
Daily attendance must clearly indicate children's absences ,arrival and departure times.
A daily/monthly system to do check for hazards indoors and outdoors
The inspection report was written on-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report is provided to the manager at this inspection.
