Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Some outlets located in the nap room are not covered. Some of the outlets are located right next to a child's nap mat.
Corrective Action(s): Ensure electrical outlets accessible to the children are covered to mitigate the risk to children.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: A selection of staff files were reviewed. Out of the 2 reviewed, 1 did not contain a current validation from the ECE registry.
Corrective Action(s): Ensure employees who hold an educator or an assistant certificate, have their certificate verified by the ECE Registry.

Comments

Summary of Inspection:
At the inspection dated November 17, 2022, there were 4 children in care with a staff.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by November 24, 2022 .
Actions required by Licensing include reviewing the written response.

The following education was provided:
Covid-19 vaccine status for staff
Minor incident log book had good documentation. A discussion was had with the staff to ensure the 5 W's (who, what, where, when, why and how) are captured in the documentation.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report. The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.
