Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR)and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the Licensing Officer's observations, review of the facility records, and information provided by the Licensee at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: The writer did not find a service tag on the fire extinguisher. Fire extinguishers must be serviced yearly by a technician.
Corrective Action(s): Ensure all fire extinguishers are serviced and tagged to indicate they are in good working order.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: The writer noted the Licensee's first aid certificate expired on November 11, 2016. The Licensee is the sole care provider at this facility and therefore they are required to have a current first aid certificate.
Corrective Action(s): Enroll in a first aid course as soon as possible to renew the Licensee's first aid certificate. Once the Licensee has a current certificate please notify the writer in writing - by email.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: In discussion with the Licensee the writer asked if daily attendance was recorded and the Licensee indicated that this happens some of the time but not always.
Corrective Action(s): The name of the child and the time they arrive and depart must be maintained daily.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: There are currently three children enrolled; the writer reviewed all of the children's records and noted one file was missing the name and contact number of a medical practitioner.
Corrective Action(s): The Licensee will need to ask the family to provide this information for their child's records. If the family does not have a family doctor and they regularly use a walk in clinic the family may use the name and telephone number of the clinic.

The Licensee was present with 3 children at the time of the inspection; all of the children were napping during the inspection.
