Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Licensing
· Physical Facility
· Staffing
· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: The manager explained that they changed a child's diaper on the changing table located at the playing area (down). The soiled diaper will be put into a bag and disposed into the garbage outside. They washed hands using the kitchen sink.
Corrective Action(s): Licensing don't recommend to wash hands using the kitchen sink as it is for food preparation. Please change diaper in the washroom where you and the child can wash hand after changing and also for easy clean up and sanitizing.

Comments

The manager stated that they have renewed their criminal record check about 3 weeks ago but have not received a results yet. Writer will check with our office clerical if the result as been arrived and writer will also provide the CRC website and online code to the manager.

Please be reminded that all staffs (who only assist you to pick up or drop off children to and from school) would need screening according to the regulation. Please ensure that you obtain the following from the staff prior to commence to work.
1. Criminal Record check
2. Immunization Status
3. at least two character references.
4. first aid certificate

If the staff who will assist you on programming, providing care and supervision...etc. A full screening and appropriate training and experience are also required.

5. certificate and diploma and any other evidence of training for at least 20 hours.
6. first aid certificate (if left alone with children)

The facility appeared well organized and in good repair. The toys and equipment appeared age appropriate.
Writer observed the manager interacted and played with children. Children were supervised at all time.

Licensing thank you for your time and cooperation during the inspection.

LIVE 5210 starter kit was provided and discussed.
