Observation (CORRECTED DURING INSPECTION): All dipper wells were turned off. Ice cream scoops were stored in stagnant water in the dipper wells.
Corrective Action(s): If dipper wells are in use, they must be turned on. Otherwise supply scoops for each ice cream bucket and store them with handle pointing upwards.
