Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed exposed nail heads on a plank of wood which was within reach of children in the undercover outdoor play area. In addition, there was also plywood on the ground in the play area outside near the basketball court which was slippery and is a tripping hazard.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the emergency drill log for 2021, and the fire drill log for October to December 2021 were not documented on file. Although it was not documented, a staff mentioned that they have completed these drills.
Corrective Action(s): Ensure to document all emergency and fire drills completed.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Licensing observed that the following were missing on file:
- one staff's criminal record check
- one staff's immunization record status
- One staff's certificate validation
Corrective Action(s): Ensure all documents mentioned above are on file and kept in a single place at the facility.
Date to be Corrected: The facility manager emailed the documents above to Licensing after the inspection.


Comments

At the inspection dated Jan. 14, 2022 there were 22 children and 5 staff present. Licensing also spoke to the manager via phone call. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures
- Continue to document minor incidents using the incident log book
- Continue to follow COVID-19 policy
- Continue to clean and sanitize the facility including toys and equipment
- Hand hygiene procedures
- Continue to have indoor ventilation
- Check the BCCDC website for updates
- Check the expiry date of items in the emergency supplies kit
- Removing items with a DIN number in the first aid kits
- Cleaning of undercover play area
- Visibility of licence
- Missing service tags of fire extinguishers (Fire extinguishers were all fully charged)
