Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): During inspection licensing observed:
-Lid of a chest freezer in the nap room was not fully closed making its contents accessible to children. Manager locked the freezer using child proof lock during inspection.
-In the main play area electric wire used for charging the cell phone was accessible to children. Manager removed it while licensing was present.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: One resident who lives in the home require a current criminal record check. Manager stated that she will book an appointment to renew the criminal record checks.
Corrective Action(s): Please ensure all residents over the age of 12 who live in the home have a current criminal record check.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: One child’s records was unavailable at the facility.

Corrective Action(s): Children’s records must be kept at a single location at the facility.

Comments

At the inspection dated July 22, 2021 there were three children and one staff present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by July 26, 2021. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.


The following were discussed with the manager:
· Scheduled spring maintenance of outdoor play space
· Contents of the first aid kit
· Importance of practicing hand washing routines
· Storage and accessibility of children and staff records
· Use of highchairs and safe placement of children's sleeping equipment
· Outdoor equipment to have 1.8 metres (6 feet) clearance all around it.

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on July 23, 2021. Total time includes writing report in office.
