Introduction

All care categories were inspected during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act (CCALA)
• the Child Care Licensing Regulation (CCLR)
• relevant Director of Licensing Standards of Practices (DLSP)

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: An employee lacked a CRC in her file.
Corrective Action(s): All requirements of s. 19(1) must be obtained by employees' 1st day of employment. This employee must not work alone w/ children or assist w/ toileting until she holds a valid CRC.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: An employee lacked references in her file.
Corrective Action(s): All requirements of s. 19(1) must be obtained by employees' 1st day of employment. 3 references/employee are required.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: An employee lacked evidence that she's completed 20 hours of responsible adult courses, other than the manager stating that she reviewed it during the hiring process.
Corrective Action(s): All requirements of s. 19(1) must be obtained by employees' 1st day of employment & kept onsite.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Several fire drills were missed in 2020 & 2021 (excluding the months of closure when there were no children in care).
Corrective Action(s): The manager & employees must practice implementing the fire drill system monthly.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: All employees lacked valid 1st aid certification.
Corrective Action(s): Children must have immediate access to ≥ 1 1st aid-certified empoyee @ all times. The manager stated that she & all employees will register for a course as soon as possible. The course must meet the requirements of CCLR Schedule C (s. 23 [1st aid]).

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: There were no physical or digital photos of any children.
Corrective Action(s): All requirements of s. 57 must be obtained by children's 1st day of care. A photo of each child is required for emergency purposes.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: There were no emergency consent cards for children. Children are dropped off @, & picked up from 2 different elementary schools daily.
Corrective Action(s): All requirements of s. 57 must be obtained by children's 1st day of care. Emergency consent must be maintained @ all times, whether @ or away from the facility.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: There hasn't been a recent record of outdoor play space (OPS) inspections (daily/monthly/annual), maintenance, or repairs.
Corrective Action(s): Documentation must be kept re. all inspections, maintenance, & repairs pertaining to the OPS.

Comments

Summary of FIR #CGEE-C42VCC (15/Jun/2021)

8 violations were observed today, in which corrective action includes:
• obtaining employee documentation
• obtaining children documentation
• documenting inspections of the outdoor play space
• practicing implementation of the fire drill monthly

Licensees & employees play a key role in protecting children from, & minimizing the impact of infection & illness. CCFL discussed hand washing, cleaning, & physical distancing as per the BC Centre for Disease Control & the BC Ministry of Health's "COVID-19 Public Health Guidance for Child Care Settings" (http://www.bccdc.ca/Health-Info-Site/Documents/COVID_public_guidance/Guidance_Child_Care.pdf).

The inspection was reviewed w/ the manager; however, this report & the Facility Risk Assessment Tool were written @ the Burnaby Health Protection office & emailed to the manager on 16/Jun/2021.
