Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: A shelf located in the washroom that is not affixed to the wall stores heavy items posing a risk to the children using the facilities. The LO additionally spoke to the Licensee about regular cleaning of the washroom area to ensure effective hygienic practices.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: A child in the program did not have a medical permission form to support and instruct staff on when and how to administer the medication. The LO reviewed this item in depth with the Licensee during the inspection.
Corrective Action(s): Ensure any children who require medication have permission specified by the parent on a permission form, record or care plan.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Six children's files were reviewed and one child in care did not have evidence of a medical insurance plan number available.
Corrective Action(s): Ensure all children's files are complete including Care Card or Medical Insurance Plan Number.

Comments

On the inspection date of June 1, 2023 there were 6 children and 1 staff and 1 volunteer present. At this inspection the above noted contraventions were identified. Actions required by the licensee include a corrective action plan required to be developed and submitted and actions required the LO include to review and monitor the corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection report was completed off site, reviewed over the phone with the Licensee and emailed to the facility on the same day.
